PRIVATIZATION  

Sultanate of Oman - Ministry of National Economy - Privatization Sixth Year

Projects being studied and achieved within the Sixth Five Years Plan

□Two projects for the management of Almasarrat Water

Basin and Rimal Al Sharqiya Water Basin :

A constitutive committee was formed on 6.11.2000 to take the actions necessary for studying options of establishing enterprises to carry on activities on commercial basis in preparation for future privatization. Two Government companies are being established on a commercial basis to run the projects. These companies would be privatized in the future.

  SalalahSanitary Drainage Project:

A government company was established to manage this project on commercial basis (Oman Sanitary Drainage Services Company established in 1998). This company will be privatized after an initial period of 3 years through the offering of shares through the Muscat Securities Market or through selling of shares to strategic investors.

  • Muscat Sanitary Drainage Project:

A government company (Oman Wastewater Services Company) was established on 17.12.2002 to work on commercial basis and will be privatized after an initial period of 8 years.

Hazardous Wastes Project:

The government is making plans to manage Hazardous Wastes in all regions by the private sector. The Ministry Of Regional Municipalities, Environment and Water Resources is supervising technical and commercial feasibility studies to be carried out for this purpose in collaboration with the Ministry of National Economy, Ministry of Health and Muscat Municipality. A consultant for the National project of Management of dangerous Wastes in Oman was appointed and the studies carried out by the Consultant are being reviewed by a government team.

  • Privatization of Oman National Transport Co.

A consultant firm was appointed to assist in making a strategy for restructuring this company in preparation for its privatization. The government is currently evaluating the restructuring plan.

  • Muscat Solid Waste Project:

Since 19 th March 2003 the Municipality of Muscat is supervising studies being carried out regarding the possibility of privatization of this activity. A work team was appointed to supervise the preparation of technical, financial and economic studies in addition to the methods suggested for privatization. A recommendation has been made for this project and will be presented to the Ministerial Committee for privatization for approval.

  • Salalah Solid Waste Project:

The Government has initiated measures to privatize the Salalah Solid Waste and a team to oversee this is being formed. Advisors are being identified for this project.

  • Oman Cement Company

The government has reduced its shareholding in this company from 63.5% to 51% as per the Sixth Five Years Plan (2001-2005) and as a step in the privatization of this company in phases.

  • Oman Flour Mills Co.:

The government has reduced its shareholding in this Company from 59.5% to 51% as mentioned in the above plan. The balance of government shares will be sold in future.

  • Water sector :

Considering the importance of water sector, an international consultant company was assigned on 4.1.2003 to prepare a Master Plan for the water sector in Oman. The Master Plan includes the present and future position of the supply of and demand for water, especially the drinking water, and the investments needed to eliminate the shortage in water supply in future. The above Plan has been prepared for identifying appropriate mechanisms by which necessary investments can be made for developing and efficiently managing this sector as needed for a sustained quality water service.

 

A work team was assigned to supervise the preparation of studies and advise the government in this respect. The consultants and the work team have completed these tasks which are now being reviewed by specialists.
